I know this case lid locks but does the whole case have a lock to the truck to prevent theft of the whole case?

You said it mounts on the storage pocket. Is there anything that will hold the mounting bracket? You may need to adapt it where it can fit. The bottom fell out from one of the side pockets.

Does this fit the 2022 Toyota Tacoma double cab? 5ft bed

This will fit your truck if you DO have the driver side storage box. If you do not have the driver side storage box this will not fit.

can I install on a leased truck?

It does require you to make holes in the truck bed to mount it. So I'd say you "can" install it in a leased truck, but they'll probably ding you for damage.
