Quite simple. The volume is 15 litres , the weight is 1.2kg. It's a question of density or specific gravity. Go by the volume.

If you look at the top above where it ask's for payment you'll see it say's £10.99/£9.99 per kilo so if you do the math it means the bag weighs approx 1.1 kilo so for 15Ltr it appears there is more air than product.
