If this is actually from apc, why does it say "legal disclaimer: attention, this high grade rbc7 battery is manufactured by excess..."?

APC does not make their batteries. They use a variety of manufacturers, slap their sticker on it and charge a premium for it. Mine was labeled under the sticker by a company called Vision.

I have an XS 1300 model. is this the correct replacement?

Based on one of the answers to this question, I bought this battery for my XS 1300 and it does not fit. The correct battery model is APCRBC123. One of the confusing issues with APC is that APC puts the actual model number of their UPS units on the bottom of the UPS. The XS 1300 on the front panel is not the model number - the correct model number from the bottom of the unit is BG 1300G. I am currently trying to return the battery and have run into Amazon's "This item isn't eliglble for return" based on safety reasons. That disclaimer does not appear anywhere on the sales page so I hope Amazon will make some accommodation.

Interestingly enough, two years have gone by and now they're $80. I bought them when they were $52

Well, technically, 2V per cell. Each battery has 6x 2V cells for 12V total per battery. So, yes, 24V for the battery pack of 2x batteries.
