Q: Is the Watch considered to be chronograph?

I would not consider it a "Chronograph". It only has the one main dial plus the day-date window. A chronograph typically has multiple dials with functions like stopwatch, etc. The description lists it as a dive watch, no mention of chronograph, which they would be touting, if it were considered a chronograph!

Q: Does it glow during the night?

It has luminous hands and hour markers that will glow for a while after being exposed to light. I can't tell you how long the luminosity will last as I haven't timed it.
