Do one packet contains one pair for both the elbow?

A packet will contain only one item that will support ONLY ONE elbow.

Is it useful for golfer's elbow pain (that is inside or medial epicondyle)? It only says outer elbow (that is tennis elbow).

I tried using it but it wasn't much useful.
