Thos product made in which country ?

Unfortunately I can't find reference to where bowl is made anywhere. Possibly China !

Is it a safe material? Will the pattern inside fade?

Even today, the color has not faded. The ceramic bowl is easy to clean and has fewer bacteria.

What is the underneath like? Hollow with a hole or flat?

It's actually mostly flat with two small 1cm holes, one at the front the front and one at the back. So yes, it is hollow inside but mostly covered with a flat area of ceramic material.

Is this suitable cat milk?

It would be difficult to put much liquid in as it is a bowl that is at an angle and a lot of liquid would spill. However, i have measured it for you! The bowl holds about 100ml of water or milk. It's not a lot i'm afraid, but it is useable. :-)
