I did not remove that. When I am cleaning the unit I remove & wash it & then put it back

Why the need for filters? Could we just put natural water in without filters or Brita Filer maybe?

I guess it depends how often you want to change the water. The filters help stop anything airborne getting into the water through the day.

if theres a power cut will some water still be available on top?

Yes, there is an inner channel which fills up from the 'flower' to allow the water to spill over into the drain holes for recirculation. It won't be very much though, probably not sufficient for more than one day for the average cat whose water consumption isn't excessive.
