Q: Will these work under the brush guards in have installed and will the screws be long enough so both can be on the light?

The screws provided didn't work for me so I used the screws I took out of the tail light and that worked. I would say you could use them under the brush guards but you may need longer screws. The screws that came with it weren't the right diameter.

Q: Will these fit my 2023 Rubicon.?

No it will not the JK is a different generation wrangler than your JLU.
