Q: What is the reach? I need a ladder I can reach 15' for my project.

I can tell you don't buy. Mine wouldn't lock when opened. Death trap.

Q: do you have to extend the ladder all the way to use it?

No, you don't have to fully extend it to use it. You just need to be able to extend it a little farther than you need to make sure it locks properly. You extend the lower sections upward not the top sections as it shows in the photos otherwise the sections will not lock.

Q: Does it come with 2 detachable hooks on the top?

I purchased the 12.5 ladder and it does not come with hooks.
