Q: Does this machine allow twin-needle stitching?

You will have to buy the auxiliary spool pin Juki part number 40080967 for about $9. Change the setting from a single needle to the twin needle. Also one of the threads will need to bypass the needle bar thread guide.

Q: I just purchased this and noticed that the lever to lift the pressure foot up kind of "catches" and isn't 100% smooth- is that normal for the machine?

I have not experienced a 'catch' on lifting the foot. I absolutely adore my Juki and I assume you feel the same about yours. My suggestion: call or stop by a local sewing center that sells and/or services your sweetie and ask them. Hope this helped
