Yes, but the 8lb foam does not expand much.

can you lay fiberglass mat over the foam?

I suppose you could do that after the foam sets. There are voids in the foam on the bottom side, so if you're thinking about that area to lay mat, I don't think that you'll like filling the voids with resin. Note that the foam rises as it polymerizes (and it's extremely "sticky") so I don't believe that you'll want to work from that side, i.e., using mold release and then turning the foam over.
