Yes it seems to be, as long as the handle is closed. Water could get in if left open. The rubber seal is partially coming off and that is keeping the handle from closing properly. Ours is inside a hallway in a business building so it's not exposed to the elements.

Q: Does this come with leveler for accurate installation?

No did measure horizontally after marking the positions for drilling holes to be certain they were level.

Q: What if you have mail to send out?

I use mine only for outgoing mail only at a building I own. I gave mail carrier a key. Incoming mail is delivered into individual boxes for each tenant.
