Not really. The outer layer is somewhat slick. Possibly permanent marker may work, but it will likely rub off like a dry erase white board

it is 1, at least that is what I got

No, it generally does not. If in the hot sun all day it like other tapes might leave a little but it has never left behind residue on the applications that I used it for.
