Q: Can this pergola withstand high winds?

Is say depends on what speed your talking. If you bolt them down to 3/8 or larger bolt should withstand 60-70 mph winds with slight damage.

Q: Can I install it without drilling on the surface…

Depends on how much wind you get. I installed one on a travertine pool deck without anchors. I did put a thin rubber sheet under each foot so they don’t slide easily. The shade cannot be left open or any little wind will lift it, if not anchored.

That's almost a class 3 hurricane, I doubt it's designed to withstand that wind.....but that's something you might want to check with purple leaf.

No. The legs aren't adjustable. I placed my pergola on our pavered patio. I adhered the posts to a larger paver (11x9). This has stabilized the unit.
