Q: Can you use this with any dip powder?

I use it with different powder brands and it works very well

Q: I’ve used this once and the brush got really stiff... any advice on how to fix that?? I used The brush cleaner but that didn’t help.

These brushes are synthetic so they get stiff and weird from time to time.. I don’t use the brush cleaner. I wipe the excess powder stain off before putting it in the bottle. And I keep extra bottles of this #2&4 just for this reason. Try tightening the bottle more when storing it. Also, empty bottles I save for the brush.

Q: Do you use this for the base coat, dip, then again as the top coat? Do you need anything else, other than the powder?

You will need #1 as prep, #3 as layering dip which is used between layers

Q: Can this go over dip base coat at the base of my nail as they grow in?

I've never used it that way before, I usually redo my mani every week or so because I want to change colors. I would think for it to work and not look to bulky, you'd need to file off the top coat and do a thin layer of powder to fill in the new growth then redo the activator and top coat.
