Exactly what I wanted
Literally sat on my patio during a summer downpour wearing this to test it out.Record breaking levels of water in my area and I crouched down and "tested " the poncho for 20min.100% waterproof no question. Clothes under the poncho were completely dry

Can the hoodie get any bigger?
Bigger enough, but the hoodie is ridiculously oversized....literally comes down over the entire face to the point you can't see....adjusting it is such a pain.....can only be worn practically over a brimmed hat.....stupid design......Chinese made, what can you say.

Pretty good quality but much too expensive.Not sure what the cordage is for, too short to be of any use.
