No rats couldn't but hornet can build nests and block gutter

If my gutter is 5 in is it better to cut the product so it is flat on the gutter or keep it at 6 in and tuck it inside the gutter?

You can leave it at 6 and if you feel like trimming it to 5 on the edge of the gutter you can. It's very easy to cut it will work great.
