No the car doesn't make noises but it is a remote control car so you can here that noise... Much like any other remote car

How do you turn the remote on and off?

You can't unless you take the batteries out, you can only turn off the car on the bottom of it.

Does the car turn right and left in addition to forward and reverse?

There are two buttons. One button makes the car go forward. One button makes the car spin in circles. You can press the button to make it spin until it is facing the direction you want it to go. It is very simple for a young child to operate. My three year old loves it.

How well does it run on short carpet?

Depends on the height of the carpet -- the shorter, the better. But, reverse doesn't work well on carpet. On a smooth floor, the reverse mode spins the car, in reverse. My son plays with and enjoys it on both carpet and smooth flooring; the spinning reverse only works on smooth flooring. Overall, he loves the car. Hope this helps.
