Can this be used to connect a laptop to a pa system? Or do you still need a mixer?

Yes I think so, but note that the output is one XLR for the left channel and one XLR for the right. If your PA needs a mono input then the Mackie MDB mono DI box might be better along with a stereo to mono converting jack plug at the input. That works well for me.

Would this work to silence a condenser microphone?

All models apart from MDB-USB have a PAD switch, which drops the signal by -15db or -20db depending on model. Not sure if thats enough for your needs.
