It says that each scene is only $3.24 , hard to believe, is that true?

It's probably a sale price. Sometimes it goes on sale for 3 bucks at the physical stores.

It has been 30 years since I've crocheted. Do dye lots still matter?

I had to order more of this yarn.. ordered 2 more and they were a little off from the dye lot I originally ordered and feels a little heavier, not so soft. Sending them back.. Then I ordered one more, the dye lot is good, but it’s still not as soft as my original Caron, simply soft yarn. I ordered another skein. Wish me luck.

what size circular needles do yo need for this yarn?

The size recommended for traditional needles is size 8/5mm. I'm not a knitter, so don't know if circular needles have a different way of sizing.
