That's a Norelco/Philips feature on rotary shavers, which use two blades, one following the other. What a foil shaver does is to press down on your skin slightly, allowing it to cut hair below the surface. For jbix - foil shavers should only be pressed gently to the skin. If you press hard you will wear out the foil prematurely. I used to wear out the foil on my shaver quite quickly. Now that I started using them more gently the foils last almost forever, and I get just as good a shave.
