Does this make rocks have a shiny wet looking finish when done?

The 1,000 grit is usually used after tumbling with a "fine" grit of 500 / 600. The 1,000 will probably not give you a shiny/wet finish, but it should be close. To get the final shiny look, an actual polishing compound such as TXP, #61 Rapid Polish, or Cerium Oxide should be used. Rocktumbler.com is a good source for advice.
