Do these work on watercolor paper?

In my opinion, watercolor paper works just fine. Pastel paper would be best. Reason why I say that is because you want the paper to have a good tooth to it. The more tooth it has, the more pastel it can hold. This allows you to layer the pastel color creating deeper, more interesting colors. So yes watercolor paper would work. Again, just my opinion.

Are these different than their soft oil pastels? i see their mungyo gallery soft oil pastels and was wondering if it was different.

The oil pastels are definitely different than their soft pastels. Slightly waxy-er than soft pastels.

Is the picture for the product accurate? Or does this come in a box with three rows of pastels?

The picture is accurate, 2 rows of 24 pastels. I got these for my grandson. He's only 10 but very artistic. He loves them and does some very nice art with them. They blend very well.
