It should of came with 3 pack not 2 pack. Check what options that you picked.

I have not used mine for this purpose but they are sturdy and very attractive and I'm sure would accomodate files that you may want to store or keep handy.

Can this non woven fabric really keep mildew and dust away?

That I do not know. I keep mine inside with linens.
