Can this do horizontal and vertical flipping?

I don't believe it can do that. It's pretty much just plug it and it works. No app or settings. I would recommend doing your flipping before you feed it thru the black magic unit.

Will this convert hdmi 1080p to hdmi 1080i?

This is not a hdmi converter. It can convert SDI to HDMI and viseversa.
