Can this burn plants if I put too much in soil?

I doubt it, it’s ground and not liquid so it will break down slowly and not “hot” like something with a lot of nitrogen.

Can this be added to goat or horse food?

I just bought this and have eaten it myself and put some in my dog's food. Not only was there no bad, it was wonderful added to my dinner and my super fussy dog loved loved loved it. As pure kelp, it should be fine for anything.

After opening the bag, does it lose effectiveness if not used after a certain amount of time? If "yes", how long?

Kelp meal is an organic, natural fertilizer that people (even me) buy for the nutrient value...not so much the NPK but all the other good stuff. As such, minerals and elements do not break down over time so you can it even several years; just be sure to keep it dry.
