Is this a grafted plant? How old is this graft? 1 or 2 year?

No, not even a tree peony, what I received is a small piece of dry herbaceous root.

Do these truly bloom the blue/lavender color?

Mine is growing nicely, but it will take 2-3 years before it will bloom. It is a tiny piece of root that you will receive and will take time to mature. I hope it will bloom in that color, but only time will tell. I do know that tree peonies can bloom in that color. It was not expensive and worth the experiment. I have mine growing in a pot and will protect it in the winter months.

The ad says usually ships in 4-5 days. Why is mine due to arrive in 1.5-2 months?

Some peonies come from china, if ordering from ebay - check to see where they come from, some ads start with a US seller then switch to a China supplier.. if a US seller contact supplier.
