CO2 can help your gardens, but you can't use a siphon tank directly with your gardens unless you are using it to refill smaller CO2 bottles then using them in your garden. A siphon tank is intended to release liquid CO2 and will freeze your plants.

No you cannot use it with oxygen, you will need a high pressure cylinder for oxygen

It is stamped on the tank, they mark it with a marker when you take it to get filled.
