Does it have a tilt back function

There is an adjustment lever on the right side of the seat after installation, which can not only adjust the height of the chair, but also control the reclining function of the backrest. When you pull the adjustment lever outward, the backrest can be reclined.

Can anyone tell me the height of the arm rests? I want to see if it would fit pushed into my desk at its lowest
