Is this flour gluten free?

No, but it will help the texture of your bread significantly if you supplement the flour with additional vital wheat gluten, a teaspoon or more per cup of four. Whether the quantity is less or the quality of the protein different, it seems insufficient to make a great crumb on its own.

Is this now shipped in a box? Last time I purchased this, it was just delivered in a ripped and wet bag ...

Mine was just delivered and the bag was stilled with big hole and flour was spread in the box which was also wet. I have to throw out the flour bag due to that.
