Is this appropriate for a 4 year old.

It depends upon the child in question, but probably not. The size would make it unwieldy for most smaller kids, and the darts travel a good 80+ feet, so it really zings them. My older kids complain when shot occasionally, so a 4 year old could really hurt themselves.
