Does the bottle come with a foil seal under the cap? Both times I ordered this it did not have a seal under the cap.

Mine didn't have a foil seal or that plastic seal usually around the outside of cosmetics.

In what order is this serum applied if you use other things on your face like Vitamin C, moisturizer and sunscreen (which I use every morning)?

I only use it at night as an alternative to the nights I use Retinol. I use hyaluronic then the peptide then the night moisturizer. I was always told to use the thinner serum first. But I'm not a specialist.
