Is this good for small projects and beginners?

It would be fine for beginners, but honestly for early projects and small projects, I don't think it is necessary. You will do just fine using your hands or a hand foiler.... both are a much cheaper alternative! Eventually, if you really get into making complex stained glass projects with lots of pieces, then a table foiler would be recommended. is everything encluded with the foil table? I don't see the tension spring.

Everything was included on mine. The only spring on my unit was already attached, on the bottom of the bolt that is (in the picture) covered with a red cap (which gets replaced with an included wing nut). The wing nut adjusts the roller assembly to the correct height for the glass (there are different roller assemblies for 7/32", 3/16" and 1/4" glass), but the "tension" that keeps the glass against the roller assembly is supplied by the user. Hopefully, this helps!

Is it possible to purchase spare wheels? I received this item second hand but it only came with the 1/4” wheel and I exclusively use 7/32”.

Yes, we have the replacement wheels as a set: 3/16", 7/32" and 1/4".

How small can the pieces be that you use this foiler for? Does it work with pieces that are, say, 3/4 inch by 2 inches?

You should get able to foil a piece that small but you might find it easier to just do it by hand. Experience with the tool will tell you.
