The seeds do not appear to be coated with anything. I checked the label to see if any additional things were added to the seeds and found nothing.

do these come back every year, are they perineals ?

They are not perennials. However, in my experience they do self-seed and you may get more than one crop in a year depending on conditions and when you plant. Generally the seeds do not overwinter in or on the soil.
