A steel like the #8861 is for honing your knife. The #4483 Diamond Sharpening Steel actually takes off metal exposing new steel or "sharpens" the steel. Normally you would hone your knife every few uses. You sharpen the knife every year or so depending on your use.

Which side of the steel are you supposed to have against the knife, the thin side or the longer, domed side?

The longer, domed side. Slide the knife from hilt to tip along one of the domed edges going up the domed side, then flip the knife and do the same thing coming down the domed side. Do this several times and your knife will cut beautifully.

Is this a flat sharpening steel?

It's neither flat nor round. The sides are somewhat domed. Seems to work very well and should last a very long time.

I believe the 4483 is the extra fine, even though I use it as the only steel to sharpen my knives. It performs very well.
