Why do I need the 3x as opposed to the 2x?

I don't know why the ad says that I've bought it twice & it's the exact same ingredients & the same dosage of 1 pouch once a month flushed down your toilet.

Yes, dilute it in warm water and use it as you would liquid leach field cleaner. It will be slower but will still clean it.

How many times are you supposed to flush after putting in Bowl I only flush once is this incorrect?

I only flush once. It usually goes down the first time. I don't think it would hurt to flush twice just to make sure it goes all the way through.
