does it matter if I use white or clear elmers glue when making the mask with the charcoal? I thought maybe the clear glue would dry quicker

Shouldn't matter- the clear glue won't dry any faster than the white glue. If you want to hurry the drying process use a blow dryer on low and blow dry your face. Be careful to use the low setting and not to burn yourself.

Does activated charcoal expire?

It has a best by date. But no I'm sure it doesn't

what kind of hardwood is it? oak?

It's not specific even in the product website only says hardwood derived, some containers say coconut shell derived. But coconut is technically a palm which is a grass so it's more of a grain than a wood, although coconut shell is very widely used to make activated charcoal and said to make the best. My container says hardwood derived and I would recommend it to the world idk if theres a difference between the two. By now its basically pure elemental carbon. It will all be the same by this point.
