this says that it includes all 4 food groups, but then it says each group sold seperate. What one is it?

This is sold with all 4 food groups divided into four crates. It's just like the picture. Maybe they mean that their other food packages are sold separately (like the pizza and the sandwich sets)?

They are made of wood and painted to look like the food group. My grandchildren (ages 2 yrs. and 15 mons.) love to play with them and can easily identify the foods. They love spending time playing with these with their cooking set. I highly recommend them.

Would this toy be safe for a 14 month old?

I would try to get more information regarding the paint. The pieces are big, so your 14 month old will not choke on them, but I do not know if the paint has harmful side effects. My daughter was 18 months old when I bought these for her. She may have licked a couple of pieces, but that was it.
