A lot of reviewers complained that the basket is too small for the price. Is it true to the listed dimensions of 19.4 x 12.5 (W) x 9 (H) in?

11-5/8 by 8-3/4 by 4-5/16 inches are the listed dimensions. That is the outside. Inside is it about an inch or so smaller but you need to know the outside dimensions to make sure it fits your space. While it is a bit pricey compared to others, it is of much better quality than anything else I've seen or use. I have three of these and love them. They are sturdy, slide out smoothly, and hold up well. Others are flimsy and hang up sliding. I'll buy this one before anything else.

my shelf is 1 1/2" what to do....I so need one of these under the counter shelf's

If your shelf is larger than 7/8" than unfortunately this item will not work with that shelf.

Any chance this can be mounted under a shelf or the bottom of a top cabinet?

The bracket is meant for you to hang it under a shelf. it slides onto the shelf and then it can be used as a drawer. There really is no way to bottom mount it to the bottom of a cabinet.
