Does anyone make a personal refrigerator not a cooler?

The reason this is called a "cooler" is because it's cooled by a thermo-electric cooling module with a fixed range of 20F-25F below ambient temp. To make a "refrigerator" cooled by a conventional compressor - the minimum unit size is approx 1.6 Cu Ft.

Does it charge or you have to keep it pluged In?

There is no built in battery - the unit must be plugged in for the thermo-electric cooling unit to work.

Does it run constantly and is it loud?

This unit uses solid state (electronic) cooling. There is a fan that runs continuously (much like the power supply fan on a desktop computer). The fan is relatively quiet.

How many water bottles can this thing hold?

The unit is designed to hold 6 x 12oz soft drink cans. If you are attempting to use the unit with water bottles there may be issues due to the height of the bottles. Removing the internal shelf should allow the placement of up to 4 bottles (of course this depends on the dimensions of the water bottles).
