Are these fuzzy soft or plastic type?

They aren’t a soft plush toy if that’s what you mean; they are rigid shapes. However, they are covered in a slightly short fuzzy material which you draw onto and get wet when you wash the pen off. It dries well but takes longer to dry than just wiping off the pen from a plasticky surface.

Do the colours fully was off?

Yes, washed and just a bit rubbed with the small brush that comes with. But don't leave them in the water as they will get small patches of mold.

Can you buy replacement pens for this??

I'm not sure is you can buy specific extra pens saying for Washimals the pets. BUT I'm convinced they are just the normal Crayola WASHABLE felt tips they sell in most places. I'm convinced they are exactly the same as tested and it works the same!

Can you buy new pens.

I have never seen pens sold separately saying for washamals pets. BUT the normal Crayola felt tips are washable (well the ones I buy are!) These are the only felt tips I only ever buy my children for the very fact if there hands (or clothes) are covered in felt tip, just put hands under tap & felt tip washes off in an instant. In my opinion I would give a very good guess the normal Crayola Washable Felt tips are exactly the same pen as wash off so easy.
