The entire lower part is paper lined cardboard with a metal bottom. My GUESS would be that there is zero BPA because there are no seams or lining as you would see in a can that holds liquids like soups, etc. **Q: Is it fair trade?** A: This cocoa from Wholefoods used to say fair trade certified, but when they changed the packaging, it does not state fair trade. I would say no this is now NOT fair trade. If it was then Amazon/WF would list it all over the package like they used to... **Q: the can I receive was just over half full ... is this normal ? the seal is intact** A: This is normal. I posted a picture of it in my review. I was very disappointed when I saw it's only just over half full. On a side note, use milk instead of water. Hot water, as per instructions, make it taste rather gross. Hot milk is way better.
