If you need them for say, speaker crossover networks, you need to order Bipolar electrolytic . All general purpose electrolytic are polarized and polarization must be observed. Voltage rating must be equal to or greater than the voltage expected in the circuit.

Can I substitute a 4.7 uf @ 16v with a 4.7 uf @ 400v ?

Yes, you can always use a higher voltage with same C value.
