I work in a lab and wash my hands all the time. Does this last few several washes?

For me unfortunately not because when I need it, my hands are often in water. Maybe if I let is soak in for a while it might be better but if it had more waterproof capability I would use it all the time as otherwise it is a great product. I tend to use it after hand washing but that probably defeats your objective?

would this work under make up?

You could try it for a day to see if this would be a solution for your wedding. Obviously it is not its usual use which is to apply thickly around the hairline when applying hair colour,etc.

Is it suitable to use on the skin around the eyes?

I've used it round the eyes with no adverse affects but the product can be used at your discretion. If you don't feel comfortable using round the eyes then don't or just use lightly/sparingly.
