Any further than 10.5 inches and the bike rack will hit the tire before it can be installed properly. **Q: Would it fit a 2" hitch?** A: Yes it fits both a 2" and 1 1/4" hitch out of the box. **Q: can the rack hold small bikes like 18" and 16"** A: I don't recommend this rack. I bought it to hold five bikes, but it doesn't. I went back to a type that has movable positions. The mounts for each bike on this rack don't move, so it turns into a frustrating puzzle trying to fit bikes of different sizes/types on the rack. I spent 3 separate evenings trying to put my 5 bikes on the rack (2 adult mountain bikes, girls 24", 2 x 20" kids) thinking it's just the order.
