does it work for smaller birds such as sparrows and starlings nesting in the eaves?

Unfortunately this bird spike is designed for pigeons and other like sized birds. The height  and distance between the pins has been devised on the height and size of pigeons legs. Smaller birds can land between these pins. You can search on the web for a specific starling and sparrow spike which is shorter and has a much more dense pattern of pins. Are these exactly like the larger picture and have 4 rows of spikes altogether and not just 2

The ones we purchased only have 2 rows of spikes. They work really well in keeping the pigeons off our pergola. After 12 months one or two have come off despite using the adhesive supplied and I have had to nail them back in place.

Do you provide a silicone gun with the glue that is included here?

No, we don't provide a silicone gun with this product. To use the silicone you would have to buy one additionally if you didn't already own one.
