Would this be good for working outside and constantly moving it around?

Hmm, well yes and no. (terrible answer, right?) It certainly is effective in blocking the sun AND at times, blocking the wind as need be. So that's a YES. And you CAN move it around either to accommodate the sun or the wind. So that's a YES. However because the base is a corkscrew that securely inserts it into the sand, it's a bit of a pain to have to move it, especially if you have made use of the rope and spikes to secure it from the wind so have to pull them up and reposition them. Sorry not to be more definitive for you.

How do I get my umbrella to tilt, it stands up straight or lays straight but won't tilt.

I’ve never tried to “tilt” it. Since it is naturally tilted when assembled correctly, I haven’t used it another way.

Can I buy replacement stakes on Amazon that are exactly like the ones included?

I'm not sure. We purchased plastic stakes to replace the metal ones that came with the tent/umbrella. We use this a lot at the beach and found the metal ones didn't work very well in the sand.
