What does the red charging lights stay on while charging or will it turn green When fully charged

Unfortunately, the light remains red and it does not turn green when it is finished charging. You would have to guesstimate when to unplug it.

Unfortunately no there are no guards to this razor. This razor is for shaving down to the skin. Hope this helps?

i believe it's water-resistant, i don't remember seeing it's waterproof. By waterproof, I'm assuming you'd like to take it in the shower, or if it falls in the bathtub or sink it'll be ok? By looking at it, and the price, I wouldn't advise it. I don't think it would hold up well if submerged.
