Q: If is this is just replacing another one that is the same, does it screw in or does it have to be sweat in?

I just watched a youtube video and it's actually very simple to replace it would be screwed on. The video is called how to replace a pressure regulator by the twin home experts.

Q: How do I get another nut? This is a totally new installation and I expected two nuts with washers and adapters as in the photo.

I purchased an additional installation nut and washer at Home Depot. Any plumbing supply store should also have the materials. Or, you can purchase directly from the manufacturer, but it will cost quite a bit more if you do it that way.

Q: Do they have a repair/rebuilt kit for this model, nr3xl?

They do. It's part number RK1-NR3XL (PRESSURE REDUCING VALVE REPAIR KIT) Complete Repair Kit for 1" Models NR3XL/NR3 - UPC: 612052074528. However you pay nearly as much as buying a new NR3XL-1".
