Does it shut off when the voltage gets low or will it completly drain the battery?

Li‑Ion tools are designed with an Electronic Protection System that will protect the battery pack against overloading, overheating or deep discharge. The tool will automatically turn off and the battery pack will need to be recharged.

Does the inverter have an auto shutoff function? Is there a built-in cooling fan?

If it’s not being used it does shut off, but as long as your device is plugged in it will stay on. There is a cooling fan in the charger.

will the usb port run a 12volt?

No, the power inverter would not be used for a 12v battery.

What's the most efficient way to charge usb on this? with the work light setting?

Pressing the LIGHT power button does turn the USB Ports on but it also turns the work light on, which is kind of dumb. So in order to turn the USB ports on WITHOUT the work light also turning on you use the Main Power button that turns the inverter itself on. So in short, turn the unit itself On via its power button on the front of the unit to use the USB ports and NOT from the Work Light button. Hope this better explains how to use it.
